The Public Access to Sunscreens (PASS) Coalition commends Congress for passing the SAFE Sunscreen Standards Act (H.R. 3686/S. 2491) as part of the recent reauthorization of the Over-the-Counter Monograph User Fee Act (OMUFA) in H.R. 5371. This action represents a pivotal step toward modernizing sunscreen ingredient approvals and expanding access to safe and innovative cancer prevention tools.

For years, outdated regulatory frameworks have restricted Americans’ access to the latest sunscreen ingredients, leaving the U.S. lagging behind other countries. These provisions deliver a critical advancement, ensuring the U.S. Food and Drug Administration adopts flexible, science-based standards for evaluating sunscreen safety and efficacy. By embracing modernization, Congress is enabling the development and use of new, effective sunscreen options that align with international best practices and strengthen public health protections.

Skin cancer remains the most common cancer in the United States, with millions diagnosed annually. Expanding access to advanced sunscreen ingredients is essential to reducing this burden, saving lives, and empowering individuals to protect themselves from harmful UV exposure.
